ReconDev is an independent, non-commercial investigative research publication focused on cybersecurity, cybercrime infrastructure analysis, and public-interest threat intelligence. Our core team consists of specialists with a background in professional technology journalism and industry-standard security research (including previous accreditation from global technology leaders).
ReconDev operates as a decentralized investigative research initiative. In accordance with professional standards for investigative journalism, we do not disclose the personal data of our contributors to prevent targeted harassment or interference with ongoing research.
No single individual is authorized to independently represent ReconDev in foreign jurisdictions regarding editorial conclusions. Formal inquiries are exclusively handled through the designated secure communication channels.
2. JURISDICTION & PRESS PRIVILEGE
ReconDev invokes the protections afforded to investigative researchers, journalists, and public-interest watchdog entities under:
- Article 34 of the Constitution of Ukraine (Freedom of Speech & Information)
- Article 10 of the European Convention on Human Rights (ECHR)
- Law of Ukraine "On Information" & "On Access to Public Information"
- Professional Journalist Privileges regarding the protection of sources.

4. LEGAL THREATS & SUNSHINE POLICY
ReconDev maintains a zero-tolerance policy regarding SLAPPs (Strategic Lawsuits Against Public Participation) and attempts to suppress legitimate investigative research.
ReconDev reserves the right to publicly document and publish all legal threats, cease-and-desist letters, and bad-faith takedown notices. This includes the identities of initiating parties and full correspondence. All communications are retained for evidentiary preservation.
5. TAKEDOWN REQUESTS & FAIR USE
Valid legal or copyright complaints must include precise identification of disputed material and proof of authority. Material published for reporting, commentary, or cybersecurity research qualifies for Fair Use (17 U.S.C. §107) and journalistic exceptions under ECHR standards.
6. RESPONSIBLE DISCLOSURE & ETHICS
ReconDev supports coordinated disclosure for security vulnerabilities. We operate on a pro-bono, educational basis. All research is conducted following proportionality and harm minimization standards.
7. JURISDICTION & GOVERNING LAW
This platform is governed by the laws of Ukraine. Any disputes shall be interpreted in accordance with international freedom of expression standards. Formal legal service must comply with the Hague Service Convention 1965.
